Plan Stages
The plan will develop in stages. Some of this will happen in parallel and in different phases. For example, solar renewable generation can develop faster than the heat network.
Lots of communications and events to keep the community informed and consulted as the plan develops.
Stages

1. Champions
Recruitment of champions who help develop and progress the plan
2. High Level Plan
The high-level plan defines the aspirations of the community. This website embodies the high level plan
3. Initial Feasibility
Investigate the outline feasibility of each aspect of the high-level plan to determine which aspects are and are not feasible and direct the next stage. This is where we are now and is where we are seeking expert advice. This will require some fundraising for the technical consultants
4. Full Feasibility
This is the complete technical and commercial plan for a particular aspect of the plan. For example the location and cost of a solar farm. This will require additional fundraising.
5. Formation
Setup of the community social enterprise business
6. Planning Permission
Planning permission as required
7. Procurement
Formally select contractors with fixed pricing
8. Funding
Execute fund raising round to obtain the investment required for building a specific part of the planned development
9. Build
Build the infrastructure – undertaken by the selected contractor(s)
10. Operation
Operating both the infrastructure and the community social enterprise
